Overview of regulatory initiatives and personnel changes in the Republic of Kazakhstan and the Republic of Uzbekistan No. 11

Edward’s East Strategies has prepared monitoring papers of the most notable regulatory initiatives and personnel changes in republics of Kazakhstan and Uzbekistan within the period March 15, 2023 – April 15, 2024.

In Kazakhstan, within spring floods, a deputy prime minister responsible for housing and communal services and emergencies has been appointed. Kanat Bozumbayev, a former adviser to the President, took the position.

In the field of business regulation, emphasis was placed on tightening control over the turnover of petroleum products. In particular, there is a ban on the export of gasoline, diesel fuel, and oils from the country by road. In addition, a draft order has been developed that sets prices for gasoline and diesel fuel depending on the volume of consumption and the origin of transport.

In addition, the Mazhilis proposed to strengthen control at gold mining facilities in connection with large volumes of illegal trafficking in precious metals.

The Parliament also approved the law regulating the production and turnover of organic, i.e. environmentally friendly products.

In turn, amendments were adopted in Uzbekistan to tighten the turnover of crypto assets and mining. The fee rates for the activities of crypto shops are increasing several times.

Due to the simplification of the procedure for conducting desk inspections, the tax authorities are deprived of a number of rights. For example, with a number of exceptions, they will not be able to enter the taxpayer’s territory.

In addition, the President of Uzbekistan approved financial, industrial and organizational measures to stimulate national food production and exports.
