Overview of regulatory initiatives and personnel changes in the Republic of Kazakhstan and the Republic of Uzbekistan No. 12

Edward’s East Strategies has prepared monitoring papers of the most notable regulatory initiatives and personnel changes in republics of Kazakhstan and Uzbekistan within the period April 15, 2023 – May 15, 2024.

President of Kazakhstan, Kassym-Jomart Tokayev, signed a decree on measures to liberalize the economy. The document is aimed at strengthening the freedom of entrepreneurship, developing competition and reducing state participation in the economy. The decree includes a number of measures to accelerate economic and legal reforms.

There has been signed the law that suggests innovations in the field of migration policy. The provisions on state control over compliance with the requirements of legislation in the field of migration are established. Restrictions on obtaining citizenship are also introduced (for example, if you do not know the state language at least at an elementary level).

In addition, changes have been adopted to encourage the use of renewable energy sources, while a number of international treaties have been ratified.

In Uzbekistan, during the period under review, measures were also taken to reduce state participation in the economy. In particular, according to the presidential decree, the activities of the privatization program will be accelerated.

In addition, bookmaking has been allowed in the country since 2025. Entrepreneurs in this field will have to obtain special licenses, while the Prosecutor General’s Office jointly with the National Agency for Advanced Projects will monitor and control their activities.

Also, from January 1, 2024 to January 1, 2027, the import of precious stones to Uzbekistan for the production of jewelry will not be subject to VAT.
