Overview of regulatory initiatives and personnel changes in the Republic of Kazakhstan and the Republic of Uzbekistan No. 3

Edward’s East Strategies has prepared monitoring papers of the most notable regulatory initiatives and personnel changes in republics of Kazakhstan and Uzbekistan within the period July 15 – August 15, 2023.

Over the past period, Kazakhstan has approved a comprehensive plan of measures to counteract the shadow economy for 2023-2025, as well as restrictions on certain types of foreign economic activity. In particular, the ban on the import of wheat to Kazakhstan has been extended and the export of coal outside the country by rail by non-core business entities is limited.

In addition, the Ministry of Finance of Kazakhstan has developed a bill that proposes to introduce a ban on the participation of affiliated persons in the procurement of the quasi-public sector, and the Ministry of Culture and Sports of the Republic of Kazakhstan has approved the Rules for paying a tourist fee for foreigners.

In turn, in the Republic of Uzbekistan, a Decree of the President was signed on the establishment of an Industrial Development Fund (FRP) with a capital of $ 1 billion, and a decision was also made to create an information system “Agroplatform”.

In the field of business regulation, a decree was approved, according to which a unified register of mandatory requirements for business will be created in the country, and a decree was signed on additional measures to create favorable conditions for entrepreneurs in the Republic of Karakalpakstan.
