Edward’s East Strategies has prepared monitoring papers of the most notable regulatory initiatives and personnel changes in republics of Kazakhstan and Uzbekistan within the period November 15 – December 15, 2023.

In Kazakhstan, during the period under review, Kassym-Jomart Tokayev signed amendments to the country’s Tax Code. The law increases excise taxes on brewing products, reduces the amount of paper documentation that entrepreneurs must keep, establishes a single deadline for submitting a number of tax returns, etc.

Another signed law has adjusted the legislation on free economic zones. Now, participants in such zones will receive tax preferences depending on the cost of projects in accordance with three categories.

In addition, foreign airlines have received the right to fly to major cities of Kazakhstan without restrictions, and the procedure for labeling alcoholic beverages has been changed.

In turn, Uzbekistan continues to take measures aimed at developing local producers. This time, the presidential decree on the support of textile and confectionery industries has been approved.

In addition, Shavkat Mirziyoyev signed a law that amends the regulation of the pharmaceutical industry. According to the document, ordinary citizens will be able to participate in clinical trials of medicines – previously, only patients were allowed to participate. Also, according to the document, domestic manufacturers of medicines and medical products will be issued registration certificates indefinitely.
