Overview of regulatory initiatives and personnel changes in the Republic of Kazakhstan and the Republic of Uzbekistan No. 4

Edward’s East Strategies has prepared monitoring papers of the most notable regulatory initiatives and personnel changes in republics of Kazakhstan and Uzbekistan within the period August 15 – September 15, 2023.

In Kazakhstan over the past month, the most striking event was the message of President Kassym-Jomart Tokayev “The Economic course of a Fair Kazakhstan”. The Head of State presented the main directions of economic reforms in the country. The key leitmotif of his speech was the need to diversify the country’s economy.

In addition, the Ministry of National Economy has developed a consultative document, which proposes to update approaches to tax regulation. We are talking about an increase in the VAT rate, the introduction of differentiated CPN rates and the abolition of the transport tax.

Following the address of the Head of State, serious personnel changes took place and five new ministries were formed.

In turn, Uzbekistan has approved a presidential decree aimed at harmonizing national legislation with WTO agreements. In addition, the President of the country Shavkat Mirziyoyev held an open dialogue with business representatives, where he spoke about measures to support entrepreneurs planned for approval.

The Senate also decided to reject the new Law “On Subsoil”. The document will be finalized at the meetings of the ad hoc working group.
